Wait, what? Orange wrote nearly half of D.C. Council's ethics reform?

At-Large D.C. Councilman Vincent Orange said on Thursday he has authored nearly half of the comprehensive ethics reform bill passed last year by council. That’s news to us, as the legislation was a compilation of 10 bills proposed by nearly all 13 council members.

Orange serves on the Government Operations Committee that handled the reform bill, but Ward 4 Councilwoman Muriel Bowser, the committee’s chair, was tasked with blending the proposals into a single bill and shepherding it out of committee.

Here’s Orange’s full statement, made during Thursday’s debate on WPFW-FM with at-large D.C. Council candidates Sekou Biddle, Peter Shapiro and E. Gail Anderson Holness.

I will continue leading by example. The good thing about Vincent Orange is Vincent Orange has a record. Look at the record that’s been achieved in Ward 5. Look at the record that’s been achieved by being back on the council in a short nine months. The fact that I wrote 40 percent of the ethics legislation. The fact that I’ve exposed that the city short-changed the business community to the tune of $400 million dollars for fiscal year 2011. [And] $180 million dollars for fiscal year 2010. I’ve opened up the city to the movie industry now to create jobs and make sure there are business opportunities for all. … Unlike these other candidates, I don’t have to throw mud, I don’t have to throw around innuendos and erroneous information out.

Bowser hasn’t responded yet to a request for comment, but we’ll update this post as needed.
