At-Large D.C. Councilman Vincent Orange said on Thursday he has authored nearly half of the comprehensive ethics reform bill passed last year by council. That’s news to us, as the legislation was a compilation of 10 bills proposed by nearly all 13 council members.
Orange serves on the Government Operations Committee that handled the reform bill, but Ward 4 Councilwoman Muriel Bowser, the committee’s chair, was tasked with blending the proposals into a single bill and shepherding it out of committee.

Bowser hasn’t responded yet to a request for comment, but we’ll update this post as needed.
