Key figure charged in Thomas investigation

A golfing buddy of former Ward 5 Councilman Harry Thomas Jr. has been charged in the investigation into the theft of government money.

Marshall D. Banks, president of Langston 21st Century Foundation, was charged Thursday with withholding information of a felony crime, less than a week after Thomas pleaded guilty to stealing more than $350,000 designated for the city’s youth.

Banks is expected to plead guilty Friday in federal court in Washington.

He faces up to three years in prison, according to sentencing guidelines but is expected to receive a much lesser penalty.
