Police make arrests in 2 D.C. homicides

D.C. police on Tuesday announced arrests in two homicide cases.

Police said 19-year-old Harold Proctor, of Upper Marlboro, is charged with felony murder in the Dec. 17 stabbing death of 20-year-old Kevin Blackwell Jr. Blackwell was found slain on the 900 block of Burns Street SE at about 10:30 p.m.

In an unrelated cases, 25-year-old Andrew W. Williams, of Northeast Washington, is charged with first-degree murder while armed in the May 14 killing of 30-year-old Junon Snead. Snead was fatally shot in the head shortly before 6 a.m. on the 3700 block of Jay Street NE, police said.

Both Proctor and Williams were taken into custody on Tuesday, police said.
