Fifty-six senators voted in favor of the amendment — four short of the 60 required for approval. Eleven Democrats joined a unanimous Republican caucus in backing the plan.

According to Roll Call, the 11 Democrats voting with the Republicans were Max Baucus, Mark Begich, Bob Casey, Kent Conrad, Kay Hagan, Mary Landrieu, Joe Manchin, Claire McCaskill, Mark Pryor, Jon Tester, and Jim Webb. President Obama had personally lobbied Democrats in the Senate to vote against the construction of the pipeline, which his State Department rejected in January.
