WHAT: College Park officials approved a dangerous dog registry requiring owners of all pit bulls, Dobermans, Rottweilers and German Shepherds to register their companions for an annual fee of $25, regardless of whether their dogs have attacked anyone, ever. WHY IT’S DIM: Neither the owners nor the dogs should be branded guilty until proven innocent. Public hearings on the registry would have been nice, too.

CURE: Six months in the doghouse. No parole.
