D.C. worker sentenced for double-dipping

A city government worker for the District was sentenced for moonlighting while on the taxpayers’ clock.

Larry W. Ricks, 61, pleaded guilty this week to four counts of false representation and one count of false statements.

According to prosecutors, Ricks was a former program manager for the D.C. Department of Health’s addiction prevention agency. While he had that job, he accept a job as a mentor with a firm that had a consulting contract with the D.C. Child and Family Services Agency. Ricks would leave his work for the health department during his normal work hours and perform the outside work during that time. Ricks was absent from his government job for 322 hours, at a cost of $12,700 from the city.

D.C. judge Bruce D. Beaudin ordered Ricks to perform 322 hours of community service and placed him on one year of unsupervised probation.
