Who: National Institutes of Health Director Francis Collins

What: NIH, whose annual budget (including all research grants) is just over $30 billion, gave a $115.9 million contract to Experient, a private event-planning company, for “conference and administrative travel services.”

Why It’s an Outrage: Anyone ever heard of Skype? It’s free. Most people and companies that have to make the money they spend have figured out how to use it.
