Julia Martes, a member of the State Superintendent’s Office, broke her leg in the D.C. Public Schools’ parking garage last fall. Shortly thereafter, she tried to get to a staff meeting on the campus of the University of the District of Columbia.
But the campus didn’t have handicapped access to the school’s auditorium, and no campus official seemed to know how toget her into the building. After a protracted delay — during which one of Martes’ friends had to run back and forth from the administration building to get directions and help from security — Martes had to limp through the loading dock of the auditorium.
