WHAT: A sanitation worker chased down an elderly woman on Manhattan’s Upper East Side, threatened to have her arrested and wrote her a $100 ticket. Her crime? She threw a bag of day-old newspapers into a public wastebasket that was “for pedestrian use only.” WHY IT’S DIM: Don’t these guys have anything better to do than pick on old ladies?

CURE: Why not pay the sanitation workers to clean up the city streets rather than the trash cans?
