Biden administration commits another $400 million to Ukraine

The Biden administration has announced another $400 million in military aid to Ukraine, a senior defense official told reporters on Friday.

This aid, which is the 15th presidential drawdown since Russia invaded Ukraine in late February, includes four more Lockheed Martin-created High Mobility Artillery Rocket Systems, known as HIMARS, ammunition for them, three tactical vehicles, a thousand rounds of 155 mm artillery ammunition, demolition munitions, counter battery systems, and spare parts.

Prior to the latest announcement, the United States had provided Ukraine with eight HIMARS, all of which are currently there and still operational despite claims from the Russian military that it had hit such targets. The new weapons will bring the total to 12, though Ukrainian officials have asked for many more.

Russian forces appear to have taken a rest over the past couple of days, according to the Institute for the Study of War. They haven’t stopped all of their activity but will likely “confine themselves to small-scale offensive actions as they rebuild force,” though it’s unclear how long this operational pause will last.

“The Russians are making very, very incremental, limited, hard-fought, highly costly progress in certain select small spaces in the Donbas,” the official explained, providing some insight into what the Department of Defense is seeing in the Donbas region. “Progress is there. Their timelines are, they’re way behind on their timelines. They’re far behind on their objectives.”

The administration had most recently announced military aid last Friday. After that, the DOD released a fact sheet that detailed the $6.9 billion of aid it has provided since Russia invaded. That total has now topped $7 billion with this Friday’s announcement.
