Rape suspect arrested several times

Raymond Boyer was set free when he reached his mandatory release date in 2003 to serve the rest of his murder sentence out of prison. But even before Baltimore County police arrested him on charges he raped an elderly woman, Boyer couldn?t quite stay out of trouble.

In March of 2004, Baltimore city police arrested Boyer for allegedly lying to them and saying a child at his home had a gun, according to charging documents. The case was eventually dismissed. Boyer was charged with assault in Baltimore about two months later, accused of choking his wife and chasing her around their home, according to court documents.

His wife refused to testify against him at trial, and Boyer was found not guilty.

Finally, on March 19, days before the alleged rape, Baltimore police arrested Boyer in another domestic case, saying he refused to drop a wooden board he was holding up when a police officer ordered him to, according to court documents.

That charge was dropped because the police officer went away on military leave and couldn?t show up in court, a spokesman for the city?s State?s Attorney?s Office said.

It isn?t unusual for prosecutors to dismiss those types of charges because of the sheer volume of them that come in, Joseph Sviatko said.
