Who: Federal Highway Administration

What: Offering a prize of about $8,000 in taxpayer money to artists who live, work or exhibit in Laguna Beach, Calif., for a sculpture competition. The sculpture will be installed near a drinking fountain in a parking lot at Sea Cove and Coast Highway.

Why it’s an outrage: A stationary object hardly seems a worthwhile expenditure for a government department focused on transportation.
