WHO: U.S. Department of Energy WHAT: The agency gave West Virginia $38 million in stimulus money for home weatherization projects. Of that, the state paid a lawyer $25,000 in exchange for writing two sentences verifying weatherization contracts had been reviewed, reportedly after only four hours of work.

WHY IT’S AN OUTRAGE: That is $6,250 an hour. Such waste and abuse helps explain why half of weatherized homes that were reinspected between September 2009 and August 2010 needed to be weatherized again because of shoddy work.
