NEW YORK (AP) — New York City’s comptroller has proposed using $400 million of surplus dollars from one lower Manhattan housing authority to augment the city’s struggling public housing authority.
Scott Stringer says Saturday the Battery Park City Authority is estimated to generate $400 million surplus dollars over the next 10 years. He says he has sent a letter to the mayor and the head of authority pitching the proposal.

The New York City Housing Authority is notoriously problem-plagued and has suffered as a result of fewer federal dollars combined with aging infrastructure and a backlog of repairs.
NYCHA is the largest public housing authority in the country, with more than 400,000 residents living in 334 housing projects.
