News Summary: ECB seeks to boost sagging eurozone

NEW IDEAS? Markets may get a clearer idea of further measures the ECB is considering to boost struggling European economies after its monthly rate-setting meeting on Thursday.

THINKING SMALL: To encourage banks to lend more to small businesses, the ECB is talking with other European officials about the possibility of having a government body guarantee these loans, much the way that Fannie Mae guarantees mortgage loans in the U.S.

NO PARKING: The ECB has examined charging banks to maintain deposits at the bank by paying negative interest. Right now banks park billions that aren’t being invested or loaned.
