The Republican candidate for a Loudoun County Board of Supervisors seat wants to pay for Dulles Rail with an as-yet untapped source: the airlines. Clarke said airline companies will benefit from the $2.5 billion dollar rail line, so they should have to pay. Negotiators are wrangling over the project’s costs this summer, as Loudoun, Fairfax County, the state of Virginia and the Washington Metropolitan Airports Authority determine a final deal on who will pay what. Clarke is running against a four-term incumbent, independent Jim Burton.
