Editorial: A better way for cops to meet quotas?

It must have occurred to you, as it did to us, that the private schools in town may provide a treasure trove for Baltimore cops trying to hit their arrest numbers. Not as easy as nabbing unsuspecting tourists in Cherry Hill, perhaps. But whether the schools report drug infractions or not, the police still have an obligation to investigate infractions they learn about, right? Like the one at Loyola Blakefield. We?re sure the police won?t let Expel, Don?t Tell policies at private schools keep them from law enforcement.
