It may surprise most Americans, but the biggest single job the federal government undertakes is not defending the nation, educating children, or building roads. It is cutting checks to individuals. According to data from the White House Office of Management and Budget, “direct payments to individuals” accounted for more than two-thirds of federal spending in 2010.
