Is Mitt Romney getting used to walking around Capitol Hill on behalf of John McCain?

The former Massachusetts governor was spotted walking up First Street to Capitol Hill on Thursday afternoon, complete with entourage.
Sources tell us he was in town to raise money for his Free And Strong America PAC, which supports Republican candidates, including McCain.
This came only hours after the Boston Globe reported that Romney will not seek donations to pay back $45 million in loans he gave to his unsuccessful campaign.
Some have speculated that the move is designed to send an early signal to McCain that he won’t be competing with McCain’s campaign for money (as Hillary Clinton is doing to Barack Obama’s campaign) and make him an even more attractive running mate.
