Every February it happens — young hooligans meeting annually in a warm-weather city, swilling beer, frightening the local populace and paying homage to their favorite sport.

No, it’s not the Super Bowl. It’s the Phoenix Open, golf’s answer to “MTV Spring Break.”

The PGA Tour stops in Arizona this week to renew its love-hate affair with the most infamous hole in golf. No. 16 at TPC Scottsdale is a 162-yard par 3 surrounded by stadium seating. It is one of the easiest — and hardest — holes in golf.

People come annually to drink, bask and taunt the players and each other. There are no “Quiet Please” signs here.

“It’s the funnest hole of the year when you make birdie or hit a good shot, and it’s the least fun hole of the year if you hit a bad shot or make bogey,” Geoff Ogilvy told reporters. “They’re pretty ruthless when they get lubricated towards the end of the day.”
