    Construction crews with CEMEX Company work Friday on First Avenue between 16th Street and 13th Street. First Avenue is closed in all directions between 13th Street and 16th Street as part of the first phase of improvements to First Avenue between 16th Street and Orange Avenue, according to the city's road report. The project will include improvements to underground water and sewer infrastructure, upgrading sidewalks and some adjacent driveways, and improving surface pavement. Improvements at the intersection with 16th Street will include lane restrictions on 16th Street between May and September. The overall project time is expected to take eight months to complete.
