FILE - In this April 10, 2018, file frame from video, a National Guard troop watches over Rio Grande River on the border in Roma, Texas. President Donald Trump has asked governors to deploy thousands of National Guard troops to the border with Mexico, citing a recent surge in people crossing illegally. Apprehensions at the border fell sharply shortly after Trump took office last year but they have gradually increased in recent months. Texas Gov. Greg Abbott, who is running for re-election this year, has eagerly complied with Trump's request, dispatching hundreds of guard members and saying that the Texas contribution could reach 1,400 or more.

FILE- In this June 5, 2018, file photo, Erik Cordova inspects a steel pipe at the Borusan Mannesmann Pipe manufacturing facility in Baytown, Texas. The U.S. has imposed tariffs of up to 25 percent on thousands of goods including raw metals and finished products from China, Mexico, Canada, India and the European nations, and those countries have retaliated with tariffs of their own on U.S. products ranging from agricultural products to boats. The Institute for Supply Management, said some of its members have said orders from China had fallen, that steel had become more expensive and that companies have had to take on extra inventory, an added cost, in hope of avoiding pricier raw materials.
