The Homeland Security Department's internal watchdog says the agency needs better rules over its many Twitter and Facebook accounts and use of similar social media services to avoid breaking the law. A new report the government released Friday says that in one case, investigators in an unspecified DHS office were secretly monitoring people to detect benefit fraud.
